Removes exemption allowing owners of multiple parking facilities to aggregate electric vehicle charging requirements across different properties and install chargers at only one location instead of meeting requirements at each location.

Authorizes counties to adopt ordinances regulating electric vehicle charging systems for places of public accommodation with fewer than 100 parking spaces.

Requires the Clean Ground Transportation Working Group to develop plans for public electric vehicle charging stations on each neighbor island by the 2025 legislative session.

Requires the Clean Ground Transportation Working Group to develop an expedited permitting process for electric vehicle chargers and related infrastructure, with state and county entities required to adopt the process by July 1, 2026.

Mandates annual interim reports from the working group through 2034 and a final comprehensive report by the 2035 legislative session on progress toward zero-emissions transportation goals.
