Establishes an electric school bus pilot program requiring the department of education to apply for and purchase electric school buses through the federal Clean School Bus Program.

Designates five specific complex areas to own and control electric school buses: Kapā'a, Ka'ū, Kealakehe, Leilehua, and Nānākuli.

Directs the department to work with private and public stakeholders, including counties, to provide maintenance for the electric school buses.

Pilot program terminates five years after complex areas receive the buses or on December 31, 2033, whichever is earlier, with buses then returned to department control.

Appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025 to establish the pilot program, effective July 1, 2023.
