Prohibits motor vehicle manufacturers from charging subscription fees for services that use equipment already installed in the vehicle at the time of sale.

Exempts entertainment streaming subscriptions, vehicle navigation, traffic information, and safety-related services from the prohibition.

Adds a new section to Chapter 437, Hawaii Revised Statutes, to establish this requirement.

Takes effect on July 1, 2050.

Cites rising gasoline prices and manufacturer subscription fees for features like remote locking and automatic high-beam headlights as reasons for the prohibition.
