S.B. 385 Summary

• Establishes electric rickshaw as a category of motorcycle under Hawaii law, defined as a three-wheeled, electric-powered vehicle with handlebar steering, maximum speed of 55 mph, gross weight of 3,000 pounds or less, and seating for one driver and six passengers.

• Requires electric rickshaws to be registered as motor vehicles and operators to possess a valid type 3 driver's license.

• Mandates occupants of electric rickshaws without front windshields to wear eye protection and all occupants to comply with seat belt requirements under section 291-11.6.

• Modifies motorcycle operation rules to allow electric rickshaw passengers to ride forward or backward (unlike traditional motorcycles) and permits carrying passengers on seats attached at the rear of the vehicle.

• Takes effect on June 30, 3000.
