Requires written approval from the Administrator of the State Procurement Office before any governmental body may cancel invitations for bids, requests for proposals, or reject any bids or proposals.

Mandates that cancellations or rejections must be documented in writing with reasons and must be in the best interests of the governmental body, in accordance with adopted rules.

Requires written documentation of cancellation or rejection reasons and the Administrator's approval to be made part of the contract file and publicly posted for a minimum of ten business days.

Prohibits post-award remedial actions (contract ratification, modification, termination, or declaration of nullity) unless approved in writing by the Administrator of the State Procurement Office.

Applies to violations of law discovered after contract award, whether the contractor acted fraudulently, in bad faith, or without fault.
