Requires all new places of public accommodation and state building construction completed after December 31, 2023, to install universal changing accommodations (powered, height-adjustable adult changing stations) on each floor containing public restrooms.

New establishments must provide either two universal changing accommodations (one accessible to women, one to men) or one accessible to both genders, with required signage indicating their locations.

Provides hardship exemptions if no reasonable physical option exists for installation or if compliance costs exceed 10 percent of the total construction or modification cost.

Establishes violations as unlawful discriminatory practices enforceable through private lawsuits in district court, with prevailing plaintiffs entitled to attorneys' fees, court costs, and $100 damages.

Effective date is July 1, 2050.
