Department of Human Services shall collect and analyze data on the impact of expanding post-permanency services to families receiving adoption assistance program benefits and submit findings and recommendations to the legislature by 20 days before the 2025 regular session.

Appropriates funds to the Department of Human Services for contracted services to provide support, resources, and monitoring to families in the adoption assistance program, including family strengthening and safe home environment maintenance.

Appropriated funds shall be used for: information technology systems development, employee compensation to fill vacancies in child welfare positions, third-party contracts for permanency support services (training, wellness visits, respite care), and a new planner/project specialist position.

Enhanced permanency support services include additional training for resource caregivers, wellness visits within one year of adoption or guardianship, respite care, and supportive services for adopted children.

Appropriation takes effect July 1, 2023 for fiscal years 2023-2024 and 2024-2025 (specific dollar amounts left blank in bill text).
