Repeals Section 5-15 of the Hawaii Revised Statutes, removing black coral's designation as the official state gem established by Act 9 of the 1987 Session Laws.

Addresses concerns that the state's promotion of black coral as the official gem has contributed to overharvesting and degradation of Hawaii's coral reefs and reef ecosystems.

Cites ongoing threats to vital marine ecosystems from the marketing, sale, import, and export of black coral jewelry and products despite legal protections.

Takes effect on June 30, 3000.
