Establishes the Sustainable Food Systems Working Group within the Department of Agriculture to identify governance structure and implementation plan for an interagency food systems plan linked to United Nations Sustainable Development Goals.

Working group composed of 20 members including one house representative, one senate member, representatives from Hawaii Tourism Authority, University of Hawaii, Department of Agriculture, Office of Hawaiian Affairs, and various agricultural organizations and sectors.

Chairperson of the Board of Agriculture serves as chair of the working group and shall submit interagency food systems plan and implementation recommendations to the legislature no later than twenty days prior to the 2025 regular session.

Interagency plan shall address food as a human right, social equity and food justice, food system resilience, agriculture sustainability, circular economy, workforce development, and food governance.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to establish working group, coordinate stakeholder meetings, and create unspecified number of sustainability specialist positions; working group dissolves June 30, 2025.
