Requires each county to develop a comprehensive integrated wastewater management plan and financial strategy for cesspool conversion by 2050, as mandated by Act 125, Session Laws of Hawaii 2017.

Each county plan must identify planned connections to centralized public and private treatment systems, locations needing individual treatment systems, and areas suitable for smaller-scale cluster treatment systems.

Plans must address individual treatment system needs for homes with cesspools and assess whether existing infrastructure capacity can support conversion of all cesspools by 2050.

Plans must include financial needs, funding mechanisms, and financing strategies to assist property owners with cesspool conversions, acknowledging conversion costs ranging from $880,000,000 to $5,300,000,000 statewide.

Each county must submit its comprehensive plan and financial strategy to the legislature no later than twenty days before the 2024 regular session convenes.
