S.B. 449 Summary

• Appropriates funds to the Department of Business, Economic Development, and Tourism for the governor to plan and coordinate the thirteenth Festival of Pacific Arts and Culture scheduled for June 6-16, 2024 in Honolulu

• Requires DBEDT to submit a report prior to fund release detailing how previously appropriated state moneys for the festival were expended, and annual reports no later than twenty days before each regular legislative session on the governor's festival-related expenses and activities

• Dissolves the temporary commission on the thirteenth Festival of Pacific Arts effective July 1, 2023, transferring all commission duties, responsibilities, appropriations, and property to the governor

• Authorizes the governor to solicit and accept funding from private, public, county, foreign government, and non-governmental sources for festival planning and coordination, with all funds to be recorded and accounted for

• Governor's duties and responsibilities for the festival shall cease on August 31, 2025
