Establishes a geothermal energy resources development special fund in the state treasury to receive geothermal royalties, legislative appropriations, investment interest, and other moneys.

Authorizes the Hawaii state energy office to expend special fund moneys for projects that promote geothermal energy resources development and offset developmental risks associated with Hawaii's indigenous resources, subject to legislative appropriation.

Redistributes annual geothermal royalties among counties (for relocation funding and community benefits), the geothermal energy resources development special fund, the department of land and natural resources, and the office of Hawaiian affairs.

Requires counties receiving geothermal royalties to submit detailed annual reports to the legislature on fund expenditures.

Requires the department of business, economic development, and tourism to submit annual reports to the legislature no later than twenty days before each regular session on special fund revenue and expenditures.
