Appropriates funds to the Office of Community Services of the Department of Labor and Industrial Relations for fiscal years 2023-2024 and 2024-2025 to cover purchase, storage, and transportation costs of food for distribution to food banks (specific dollar amount blank in bill text).

Requires fund distribution to food banks using the same methodology as the federal Emergency Food Assistance Program (TEFAP) under 7 Code of Federal Regulations section 250.

Limits administrative costs to no more than 15 percent of each administering agency's allocation.

Addresses food insecurity in Hawaii, where one in six residents and nearly one in four children face food insecurity, with food banks having distributed over 27 million pounds of food in fiscal year 2021-2022.

Takes effect January 1, 2050.
