Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between Hawaiian islands for personal medical use.

Amends Section 329-122 of Hawaii Revised Statutes to define "transport" to explicitly include interisland transportation by qualifying patients for personal medical use.

Clarifies that state law protections apply only within Hawaii's jurisdictional limits, which extend twelve nautical miles from each island's perimeter and connect Oahu, Maui, Molokai, Lanai, and Kahoolawe.

Provides that no individual or entity shall be required to violate federal law regarding interstate cannabis transport.

Effective date: December 31, 2050.
