Requires parents or guardians of kindergarten-entering children to disclose the name, address, and duration of attendance at early learning programs attended during the previous academic year to the Department of Education.

Authorizes the Department of Education to require disclosure of additional information to assist state agencies in assessing early learning needs and identifying high-priority regions for prekindergarten and child care services.

Mandates the Department of Education to submit annual reports to the legislature beginning with the 2024 regular session containing collected early learning program attendance information by school.

Allows the Department of Education to share gathered information with the Department of Human Services, Executive Office on Early Learning, and State Public Charter School Commission as permitted by law.

Repeals Section 302A-1165 establishing standardized kindergarten entry assessment requirements and modifies charter school assessment provisions to allow the State Public Charter School Commission to adopt its own kindergarten entry assessment rather than adopting the Board of Education's assessment.
