Extends the grace period for new vehicle safety inspections from 2 years to 3 years after the vehicle is first sold.

Requires electric vehicles to undergo safety inspections every 24 months instead of the standard 12-month inspection cycle.

Establishes that road usage charge fees for electric vehicles participating in a road usage charge program shall be based on self-reported photo odometer readings.

Creates a 3-year pilot program effective July 1, 2050, with automatic repeal on June 30, 2026, returning inspection requirements to their prior form.
