Prohibits manufacture, sale, offer for sale, distribution for sale, and distribution for use of food packaging, food service ware, cosmetics, and personal care products containing intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances) beginning December 31, 2026

Exempts hydrofluoroolefins used as propellants in cosmetics, products regulated as drugs or medical devices by the FDA, and combination products as defined under federal regulations

Defines "food service ware" to include containers, bowls, clamshells, plates, cups, straws, utensils, napkins, and similar single-use items designed for prepared foods

Defines "intentionally added PFAS" as chemicals manufacturers have intentionally added to products with functional or technical effect, or PFAS chemicals that are intentional breakdown products of added chemicals

Repeals previous section 321-602 which had prohibited PFAS in certain food packaging types effective December 31, 2024, replacing it with broader prohibition covering additional product categories
