Requires hemp product labels and advertising to identify the percentage of Hawaii-grown and Hawaii-processed hemp contained in the product.

Requires non-Hawaii hemp products to identify the country or state of origin and the percentage of hemp from outside Hawaii; products with hemp from multiple origins must specify percentage from "United States" or "Foreign."

Allows hemp products containing 100% Hawaii-grown and Hawaii-processed hemp to use the term "All Hawaiian" on labels.

Amends Section 141-42 and 328G-3 of Hawaii Revised Statutes to establish labeling requirements and maintain existing hemp production regulations regarding location restrictions and licensing.

Establishes maximum penalty of $10,000 per violation for non-compliance with hemp labeling requirements.
