Establishes a Surplus Military Land Task Force within the Office of Planning and Sustainable Development to plan for remediation and restoration of lands under federal control anticipated to be returned to the State.

Task force shall create and maintain an inventory of all state lands where the federal government claims ownership or control, including a database of leases with expiration dates and military facility closure plans.

Task force shall identify known contaminants and environmental hazards on inventoried lands, seek community input on remediation and alternative uses, and negotiate with federal agencies for return of ownership and environmental remediation.

Task force consists of eleven members including the OPSD director (chair), legislative designees, committee chairs, county representatives, and representatives from environmental remediation and Native Hawaiian cultural preservation organizations.

Task force shall submit findings and recommendations to the legislature by twenty days before the 2025 regular session, with annual progress reports due before the 2026, 2027, 2028, and 2029 regular sessions.
