Amends Section 201H-38, Hawaii Revised Statutes to clarify exemptions for Hawaii Housing Finance and Development Corporation housing projects from planning, zoning, and construction standards.

Housing projects are exempt from all statutes, ordinances, charter provisions, and rules relating to planning, zoning, construction standards, and land development, provided the development is not within a Special Flood Hazard Area as identified on current Federal Emergency Management Agency flood insurance rate maps.

Maintains existing conditions requiring corporation findings that projects meet health and safety minimums, comply with public utilities standards, and receive legislative body approval within 45 days.

Land use commission must approve, approve with modification, or disapprove boundary changes within 45 days, with deemed approval if no action is taken by the 46th day.
