Requires travel reports for state employees, officers, and representatives of state departments and agencies (including the Judiciary and University of Hawaii) to be made available for public review on the Comptroller's website.

Covers official out-of-state and intra-state travel conducted for purposes of state business.

Mandates that personally identifiable information of individuals be excluded from publicly available reports.

Appropriates funds to the Department of Accounting and General Services for fiscal years 2023-2024 and 2024-2025 to implement and manage digital, searchable public access to travel reports.

Effective July 1, 2112, except appropriations section takes effect July 1, 2023.
