• Conditions vehicle inspection certificates on vehicles not being equipped with non-compliant mufflers or exhaust systems violating sections 291-24 or 291-24.5.

• Requires the director of transportation to adopt rules mandating that inspections ensure motorcycles, mopeds, and motor vehicles are not equipped with noisy mufflers or exhaust systems.

• Suspends, revokes, or refuses renewal of official inspection station permits upon a third or subsequent willful violation within 18 months of rules requiring inspection of muffler and exhaust system compliance.

• Increases maximum fines for violations of noisy muffler laws from $100 to $500 under section 291-24 and from $250 to $500 under section 291-24.5.

• Adds repairing or installing a non-compliant muffler or exhaust system as a prohibited practice under motor vehicle repair laws, subject to disciplinary action.
