Board of Education must meet by August 1, 2023 with alumni, students, parents, and Hawaii deaf community members to discuss converting the Hawaii School for the Deaf and Blind to a charter school and to explore alternative structures such as immersion schools.

Department of Education must submit by October 1, 2023 a letter of intent to convert the school to a charter school, assist in establishing a governing board, and develop a detailed implementation plan.

Implementation plan must comply with charter school conversion requirements, ensure the school remains on the same property with same facilities and funding levels, include a transition timeline, and identify any additional funding needed.

Department of Education must submit findings, recommendations, transition plan, and any proposed legislation to the Legislature no later than twenty days before the 2024 regular session convenes.

Act takes effect upon approval.
