Requires pharmacies to provide accessible prescription drug label information to individuals with difficulty seeing or reading standard printed labels, either through an electronic label on the container or by providing a prescription drug reader at no cost.

Mandates dispensing pharmacies make sustained, periodic, and reasonable efforts to inform the public that prescription drug label information is available in accessible formats.

Requires pharmacies to follow best practices recommended by the United States Access Board for providing independent access to prescription drug label information.

Directs the Board of Pharmacy to adopt rules by December 31, 2023, with authority to deny, revoke, or suspend pharmacy licenses or impose fines up to $1,000 per violation for non-compliance.

Defines "end-user's external accessible device" as a commercially available computer, mobile phone, or communications device that can receive and display electronic prescription information, and "prescription drug reader" as a dedicated device that reads electronic labels and provides audio format information.
