Requires sellers or providers of emotional support animals to provide written notice stating the animal lacks service animal training, is not entitled to service animal rights, and that misrepresentation as a service animal is unlawful.

Requires sellers or providers of certificates or identification tags for emotional support animals to provide written notice that the item does not entitle the animal to service animal rights and that misrepresentation is unlawful.

Mandates written notices be in at least 12-point bold type on the receipt or on a separate attached page.

Establishes civil penalties of $100-$250 for first violation and minimum $500 for second and subsequent violations.

Effective June 30, 3000.
