Requires rules to accommodate persons with disabilities through remote testimony options.

Defines "remote testimony" as the use of video conferencing or other technology that facilitates interaction between the public and legislators and enables oral testimony submission via the Internet or telecommunications technology during hearings.

Takes effect upon approval of the act.
