Amends Hawaii Revised Statutes Section 11-381 to allow candidates, treasurers, and candidate committees to use campaign funds to pay for child care and vital household dependent care costs.

Child care and vital household dependent care expenses qualify only if they would not have been incurred but for the candidate's participation in campaign activities.

Eligible care costs are limited to services provided from January 1 of the election year through the day after the primary or general election in which the candidate appears on the ballot.

Prohibits campaign funds from being used for child care or dependent care services provided by immediate family members.

Defines "child" as a person under twelve years of age (biological, adopted, foster, step, or legal ward) and "vital household dependent" as a household member physically or mentally incapable of self-care.
