Amends Section 201B-7 of the Hawaii Revised Statutes to modify how the Hawaii Tourism Authority manages contracts for the Hawaii Convention Center facility.

Requires that effective January 1, 2024, the contract for management of the Hawaii Convention Center facility shall include marketing for all uses of the facility, rather than allowing separate contracts for marketing and management.

Maintains the Hawaii Tourism Authority's existing powers to enter into contracts for tourism promotion, marketing, development, research, sports-related activities, business promotion, and convention center operations.

Requires the Hawaii Tourism Authority to periodically submit a report of all contracts and agreements to the Governor, Speaker of the House of Representatives, and President of the Senate.

Takes effect on June 30, 3000.
