Creates a new temporary permit system allowing out-of-state licensed registered nurses and practical nurses to work in Hawaii while their full license application is pending.

Temporary permits issued under subsections (a) and (b) require proof of valid unencumbered license, completed application, applicable fees, and verification that no disciplinary action is pending; permits valid for up to six months.

Beginning July 1, 2025, out-of-state nurses may apply simultaneously for a temporary permit and full Hawaii license with a single application and non-refundable fee; temporary permit valid until license approval or one year, whichever is earlier.

Temporary permits limited to nurses employed or accepted by a single health care entity listed in section 321-11(10).

Exempts from licensing requirements nurses licensed in another jurisdiction who accompany patients from out-of-state for less than two weeks and are not employed by or affiliated with a Hawaii health care entity; effective January 1, 2025.
