Requires the insurance commissioner to establish an annual open enrollment period for Medicare supplement (medigap) insurance beneficiaries who have been enrolled for a minimum of twelve months.

Mandates that issuers of medigap policies accept applications from eligible individuals during the annual open enrollment period for any available benefit plan.

Prohibits medigap issuers from denying coverage or charging higher premiums based on health status, claims experience, receipt of health care, or medical condition.

Applies non-discrimination requirements to all applicants enrolled in Medicare Part B, whether due to age or disability.

Directs the insurance commissioner to adopt or amend rules to implement these requirements.
