Amends Hawaii Revised Statutes §84-11 to prohibit state elected officials from accepting gifts at places where they perform duties, during scheduled duty times, for performance of official duties, or as rewards for official actions.

Separates gift restrictions for state elected officials from non-elected employees, with employees subject to the existing standard that gifts cannot reasonably be inferred to influence their official duties.

Amends §84-11.5 to apply gift reporting requirements only to non-elected employees (not legislators), requiring annual disclosure of gifts exceeding $200 in value from interested sources by June 30.

Requires each county to enact ordinances or adopt rules modeled after the state elected official gift prohibition in §84-11(a), applicable to county elected officials.

Requires county mayors to submit compliance reports to the Legislature no later than twenty days before the 2024 regular session regarding their county's adherence to the new requirements.
