Appropriates $39,297,429 from general revenues to the Department of Education for fiscal year 2023-2024 to cover utility expenses and school food services costs.

Addresses budget shortfall caused by rising inflation, energy prices exceeding $120 per barrel following Russia's invasion of Ukraine, and closure of Oahu's last coal-burning power plant.

Notes food commodity prices increased 42 percent for 2022-2023 school year, with disposable product costs rising 10-38 percent across all island districts.

Funds do not lapse at end of fiscal year; any unexpended balance lapses on June 30, 2024.

Takes effect July 1, 2023, and is recommended by the governor for immediate passage under Hawaii State Constitution Article VII, Section 9.
