Appropriates funds to the Hawaii Friends of Restorative Justice as a grant to conduct a study of programming offered to incarcerated persons and identify gaps in programming available to female inmates.

Requires the Hawaii Friends of Restorative Justice to convene a group of incarcerated women to help identify programming gaps and consult with the interagency council on intermediate sanctions and correctional program checklist committee.

Mandates submission of the study and any proposed legislation to the legislature by December 1, 2023.

Directs the study to use the report from the House Concurrent Resolution No. 85 task force (2016) as a model for recommendations to improve outcomes for incarcerated women.

Takes effect on July 1, 2050.
