Expands the definition of "beer" under Hawaii liquor tax and liquor laws to include any alcoholic beverage containing at least 0.5% alcohol by volume obtained by fermentation of malt or any substitute, including grain, bran, glucose, sugar, or molasses.

Adds alcoholic seltzer beverages to the definition of beer while explicitly excluding sake (Japanese rice wine), cooler beverages, and any products of distillation containing distilled spirits.

Authorizes brewpub licensees to manufacture and sell beer on their premises for on-premises consumption and to sell beer in brewery-sealed packages to wholesale dealers and other licensees.

Permits brewpubs to sell beer in growlers (up to one gallon recyclable containers) for off-premises consumption, sourced from their own production or from other manufacturer licensees.

Allows brewpubs to conduct manufacturing, sales, and other licensed activities at satellite locations within the State under the same trade name, subject to proper county licensing and local liquor commission jurisdiction.
