Establishes the workforce safety and health special fund within the state treasury, to be administered by the department of labor and industrial relations.

Directs fees collected under section 396-5.1, civil penalties assessed under section 396-10, and legislative appropriations to be deposited into the special fund.

Authorizes fund expenditures for department personnel and operating expenses, and for staff development and training fees and expenses.

Removes civil penalties under section 396-10 from the labor law enforcement special fund and redirects them to the new workforce safety and health special fund.

Takes effect on January 1, 2050.
