Requires the Department of Human Resources Development to submit an annual report to the legislature no later than twenty days before each regular session on telework policies and metrics including adoption rates, usage hours, approved/denied requests, grievances, and productivity assessments.

Mandates the department to purchase and implement a pilot telework monitoring system in up to three state departments to assess productivity of teleworking employees using customizable dashboards, benchmark indicators, and integrated manager and employee training.

Requires the pilot monitoring system to also track in-office employees in selected departments to enable comparison of productivity levels between teleworking and in-office workers.

Appropriates unspecified sums for fiscal years 2023-2024 and 2024-2025 for the annual report, pilot system implementation, at least one full-time position to manage the system, and manager training on telework supervision.

Takes effect June 30, 3000.
