Requires the Office of Hawaiian Affairs to establish and maintain Native Hawaiian cultural centers statewide (specific number of centers not filled in bill).

Each center must focus on elevating Native Hawaiian people, emphasize Hawaiian culture and local history, include static and interactive displays, offer regular classes in Hawaiian chanting, dancing, music, and language, and serve as a public gathering space for celebrations.

Requires the Office of Hawaiian Affairs to submit compliance reports to the legislature before the 2024 and 2026 legislative sessions, including status updates, cost estimates, and proposed legislation.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 for planning and design of the first Native Hawaiian cultural center (specific dollar amount not filled in bill).

Effective date is July 1, 2050.
