Amends Hawaii Revised Statutes Section 171-58(h) to exempt instream water use for kalo cultivation from the standard disposition of water rights process.

Extends the existing exemption for traditional and customary kalo cultivation to include commercial kalo cultivation that is conducted consistent with traditional and customary Native Hawaiian practices.

Requires that exempted commercial kalo cultivation must occur on traditional kalo lands.

Effective date set for June 30, 3000.
