Expands the criminal offense of false labeling of Hawai'i-grown coffee to include roasted coffee, in addition to existing coverage of green, cherry, and parchment coffee forms.

Imposes a mandatory fine of $10,000 for each separate offense of false labeling of Hawai'i-grown coffee, which cannot be suspended or waived; false labeling remains a class C felony.

Appropriates funds for one full-time measurements standards inspector position (BU3, SR-19, Step C) within the Department of Agriculture for labeling and packaging enforcement and inspection for fiscal years 2023-2024 and 2024-2025.

Updates geographic origin definitions to use proper Hawaiian language conventions (changing "Hamakua" to "Hāmākua," "Hawaii" to "Hawai'i," etc.) throughout the statute.

Takes effect upon approval, except the appropriation for the inspector position takes effect on June 30, 3000.
