Requires the comptroller to identify state office buildings capable of providing equitable telecommunication access for residents of Hawaii, Kauai, and Maui counties, plus rural Oahu areas, to participate remotely in legislative hearings.

Includes residents with disabilities in the scope of those who should have access to remote legislative hearing participation.

Comptroller must submit a report with findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2024 regular session convenes.

Effective date is June 30, 3000 (apparent typographical error in bill).
