Requires the State Council on Developmental Disabilities to submit a report to the Legislature no later than twenty days prior to the 2025 regular session focused on health disparities experienced by persons with developmental or intellectual disabilities in Hawaii.

Report must include a definition of the state's developmental or intellectual disability population, definition of social determinants of health, and population-level differences in health indicators between persons with and without disabilities.

Report shall analyze social determinants of health including household income, employment status, education level, access to health information technology, transportation access, and social environment; and compare health outcomes between disabled and non-disabled populations.

Appropriates an unspecified sum from general revenues for fiscal years 2023-2024 and 2024-2025 to the Department of Health for compilation and submission of the report.

Takes effect December 31, 2050.
