• Establishes the Access to Local Food Act to permit cottage food operations to produce and sell food products from home or farm kitchens under Department of Health regulation.

• Requires cottage food operators to obtain a permit ($25 application fee), complete food handler training, and comply with specific labeling requirements including "Made in a Home or Farm Kitchen" and "Not inspected by the Department of Health" disclosures.

• Allows non-potentially hazardous foods to be sold directly to consumers or through third-party vendors, while potentially hazardous foods may only be delivered by the cottage food operator themselves.

• Exempts qualifying cottage food operations from standard commercial food licensing, inspection, and packaging regulations administered by the Department of Health.

• Effective July 1, 2050.
