Exempts affordable housing projects developed by the Hawaii Housing Finance and Development Corporation from state and county fees and exactions related to discretionary approval or ministerial permitting for planning, development, and land improvement.

Excludes application fees payable to the corporation itself and rates/fees of water supply boards from the fee exemption.

Limits fee exemption to dwelling units exclusively available to households with incomes at or below 100% of the area median family income who are qualified residents, owner or renter occupants, and own no other real property.

Takes effect on March 22, 2075, and automatically repeals on June 30, 2028, returning section 201H-38 to its prior form.

Responds to COVID-19 pandemic economic impacts by reducing development costs for affordable housing projects to address housing affordability crisis.
