Requires hunting guides licensed under Hawaii Revised Statutes section 183D-25.5 to obtain written permission from private landowners, occupiers, or their agents before taking clients to hunt on private lands.

Mandates hunting guides submit annual reports to the Department of Land and Natural Resources within 30 days of license expiration, including the number of clients served, clients' residency status, location of each hunt, and copies of written permissions for private land hunts.

Establishes that failure to submit required annual reports within the specified timeframe constitutes grounds for revocation and nonrenewal of hunting guide licenses.

Amends section 183D-26 to explicitly require hunting guides to obtain written permission before guiding clients on private lands and clarifies procedures for sworn complaints regarding unauthorized hunting.

Takes effect June 30, 3000.
