Requires all government entities in Hawaii that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform for solar distributed energy resource systems by January 1, 2024.

Mandates government entities in territories served by investor-owned electric utilities to establish a self-certification process for solar distributed energy resource systems that automatically approves permits upon submission of required documentation by licensed professionals.

Permits must be issued and closed within 30 days of submittal under the self-certification process, allowing applicants to proceed with construction immediately.

Eliminates the requirement for approved materials and methods numbers; instead requires submission of manufacturer specification sheets, installation and operations manuals, and UL or national testing laboratory certification.

Takes effect January 6, 2050.
