Establishes a two-year airline subsidy pilot program at Molokai airport administered by the department of transportation to help airlines offset operational costs.

Requires applicant airlines to comply with non-discrimination laws, use subsidies exclusively for operational costs, maintain insurance, and provide records to the department for compliance monitoring.

Prohibits subsidy funds from being used for entertainment or perquisites and requires all activities to comply with applicable federal, state, and county laws.

Department of transportation must submit findings and recommendations to the legislature no later than twenty days before the 2025 regular session convening.

Pilot program sunsets July 1, 2025; appropriates unspecified funds from general revenues for fiscal years 2023-2024 and 2024-2025.
