Prohibits any person from residing, living, dwelling, or sleeping on agricultural park lots except within a farm dwelling that has been permitted by the board of agriculture after a thorough and comprehensive review.

Requires the board's review to include input from adjacent landowners and lessees, and to evaluate whether appropriate buffer zones exist to address dust, noise pollution, and other nuisances from the proposed farm dwelling use.

Bans the construction of new farm dwellings on agricultural park lots effective January 1, 2024.

Authorizes the department of agriculture to inspect each agricultural park lot during fiscal year 2023-2024 for unpermitted farm dwellings, with findings referred to the board of agriculture.
