Amends HRS Section 91-2.6(a) to require proposed rulemaking actions and proposed rule text be made available on the Lieutenant Governor's website in a digitally accessible and searchable format.

Amends HRS Section 91-4(a) to require all state agencies to make the full text of adopted rules available on the Lieutenant Governor's website in a digitally accessible and searchable format.

Applies to state agencies adopting, amending, or repealing rules with gubernatorial or mayoral approval.

Takes effect upon approval.
