Amends Chapter 312, Hawaii Revised Statutes by adding a new section allowing the state librarian to decline review requests for library materials under specified conditions.

State librarian may decline a review if the item was previously reviewed by the Hawaii State Public Library System in good faith and the current request basis is duplicative or substantially similar to the prior review.

Decline is permitted only if the prior review response was issued within one calendar year of the current request date.

State librarian must determine in their sole discretion that the library's response to the current request is unlikely to differ from the prior response before declining the review.

The Act takes effect upon approval.
