• Repeals Act 306 (Session Laws of Hawaii 2022), which established the electric bicycle and electric moped rebate program, and removes the related subaccount from the highway development special fund.

• Establishes a new electric mobility rebate program administered by the Department of Transportation that provides rebates of 20% of retail cost or $250 (whichever is lower) for purchases of electric bicycles, electric mopeds, and electric micro-mobility devices.

• Creates an electric mobility special fund to receive legislative appropriations and gifts/grants/donations to fund program operations, rebates, and third-party administrator costs.

• Allows eligible low-income individuals (ages 16+) to receive additional assistance rebates up to $1,000 annually if they qualify for SNAP, free/reduced lunch programs, Section 8 housing, or similar assistance programs.

• Appropriates funding for fiscal years 2022-2023 through 2024-2025 to the electric mobility special fund with a cap of $2,000,000 in total annual rebates issued; limits department administration costs to 10% of appropriated amounts.
